I - PROJECT BACKGROUND
The Anglophone Crisis has given rise to several projects in the English-speaking regions of Cameroon. Amongst them is this European Union (EU) funded Voices of Youth in Cameroon for Peace – VOYCE project, which is a scale up of a recent project that Women in alternative Action (WAA Cameroon) implemented in partnership with the Global Partnership for the Prevention of Armed Conflict.
This EU funded project aims to contribute to the prevention of youth radicalization and re-radicalization (return to violence) in the conflict communities in the North West (NW) and South West (SW) Regions of Cameroon. The project has as primary objective to support young people in the NW and SW regions of Cameroon so that they actively participate as agents of change to promote peace and dialogue in the communities of these two regions.
The aim is for youth to be actively involved in promoting peace and contributing to more inclusive and effective locally-led conflict prevention efforts, ultimately strengthening community resilience to conflict in their communities in the NW and SW regions of Cameroon.
This should be achieved via a three-pronged strategic approach:
Youth participation: Youth actively participate as agents of change & mobilize other youth in promoting community cohesion and peace processes by sharing their voice and vision for sustaining peace.
Community cohesion: Community & traditional leaders promote community cohesion and include youth in the prevention and peace processes and in the implementation of inter-generational peace action plan, reflecting the needs of youth.
Youth Advocacy and Policy Making: Public authorities and other power holders on local, national and international levels are responsive to and act upon the needs and interests of youth.
Project Results:
Result 1: A Meaningful youth engagement and participation in national and continental efforts,
Result 2: Increased cooperation between civil society and state actors in North West and South West Regions of Cameroon.
II - OBJECTIVES OF THE PROJECT EVALUATION
The Early Warning Survey Analysis aims to enhance conflict prevention and response mechanisms by developing and analyzing questionnaires for an early warning system. The project seeks to identify key indicators, trends, and risk factors to improve timely intervention and promote peacebuilding efforts in at-risk areas.
The Consultant will be responsible for developing questionnaires to be used during the regional survey and research sessions (piloted by project focal points); and to analyze the answered questionnaires to provide a report that will be utilized for early warning situation room sessions.
III - DUTIES OF THE CONSULTANT
The Consultant is expected to:
Review project documents, reports, and relevant materials to understand the project context and objectives.
Elaborate a set of targeted questionnaires tailored to capture data on conflict dynamics, risk factors, and early warning indicators in identified areas of concern.
Design data collection methods, sampling strategies, and analysis frameworks to ensure the effective gathering and interpretation of survey data.
Analyze survey data using appropriate statistical tools and qualitative methods to identify emerging trends, risk factors, and early warning signals for conflict prevention and response.
IV - EXPECTED DELIVERABLES
The consultant is expected to provide the following:
Elaborated questionnaires for the Early Warning Survey, including detailed instructions for data collection and analysis.
Comprehensive analysis report with key insights, trends, risk factors, and early warning indicators identified through survey data analysis.
Presentation of survey findings and recommendations to project stakeholders and partners.
V - DUTIES OF WAA CAMEROON AND PARTNERS
WAA Cameroon and partners GPPAC and TCC shall share key project documentation with the consultant, for their better comprehension of the project, so as to facilitate the process of questionnaire elaboration, which will include:
Full Project Proposal (narrative, logical framework, project plan and budget);
Updated Progress Reports, including logical framework milestone reporting against key indicators;
Project data (baseline study, workshop evaluation forms, and interviews)
Pay to the consultant the agreed fees for the work done.
VI - QUALIFICATIONS OF THE CONSULTANT
The consultant should show:
Demonstrated expertise in designing and analysing questionnaires for conflict early warning systems, preferably in complex and conflict-affected environments.
Strong analytical skills, with the ability to interpret and synthesize survey data to identify trends, risk factors, and actionable recommendations for conflict prevention.
Proficiency in statistical analysis software and qualitative research methods for data interpretation and visualization.
xperience in working on conflict prevention, peacebuilding, or humanitarian projects is advantageous.
VII - TIMELINE
The Consultant is expected to complete the questionnaire design and data analysis, and submit the final report by February 28th 2025.
